Joanne’s and Michael’s have a pretty good selection. If you want to keep your costs down, keep your eyes open at yard sales. Sometimes people give the hobby up and you can get their supplies cheaply.
I’ve been a scrapbooker for over a decade now. I’ve found that local scrapbook shops are the best when it comes to variety. Michael’s, Joanne’s, A.C. Moore – I find that they’re usually very slow to introduce new and innovative products,
Any art store, and even thrift stores- they sell all kinds of tidbits like jewelry, beads, old office supplies, etc. that you can use in scrapbooks, on artist trading cards, and all kinds of mixed media pieces.
A scrapbook store like Benjamin Franklin or Joann Fabrics. Your local stores like Walmart and Shopko if you have one near you have some good stuff in the craft department. Hope this helps.
blackberrypaper.com is the best in my opinion, I have done a lot of checking and they are the least expensive on pretty much everything. Shipping is very fast. Check them out, it is worth the time. Paperaddict.com is another good one, but blackberrypaper is just a bit cheaper.
I’ve come to find the smaller non-chain scrapbooking stores are usually the best. I can usually find more unique things to include in my books. They also usually have less generic stuff, better discounts & better classes.

My local scrapbooking store. They know me by name, have sales all the time, and even call me at home to tell me new product came in!!
